Note: The winning team of the tournament will earn the right to participate in the "Premier Cup World Finals 2015".

(1) 1 team from each of the 9 regional associations
(2) 1 team each from the Hokushinetsu and Kyushu regional associations as development slots
(3) 1 team from the Chugoku regional association as the previous year's champion

Tournament Format:
(1) First round: Divide the 12 participating teams into 3 groups of 4 teams each. The top team from each group (a total of 3 teams) and the team with the best performance among the second-place teams in each group (1 team) will advance to the final round.
The ranking method in the first round is as follows: 3 points for a win, 1 point for a draw, and 0 points for a loss. The ranking is determined based on the number of points earned. However, if the total points are the same, the ranking is determined according to the following criteria.
①Goal difference for all matches (= total goals scored - total goals conceded)
②Total goals scored for all matches
③Head-to-head record (wins and losses) between the two teams
④Draw (conducted in the presence of representatives from both teams)
Among the second-place teams in each group in the first round, one team will advance to the final tournament based on the following criteria in order.
①Total points for all matches
②Goal difference for all matches (=total goals scored - total goals conceded)
③Total number of goals for all matches
④Draw (conducted in the presence of the team representative)
(2) Final Round: A knockout format involving 4 teams to determine the champion and the top 3 positions (no 3rd place match will be held).
The pairings for the final round will be determined by a draw after the completion of the preliminary round. However, in order to avoid matches between teams from the same group in the preliminary round, a separate draw will be conducted.
